In June 2010 the Presidential Search Committee was formed to find a replacement for President Emmert. There were twenty seven members of the committee the Chair was Kelly Testy, the Dean of the Law School. The membership included Regents, Faculty Members, and the Presidents of the GPSS and ASUW.

A preamble was added to the Legislative Agenda that highlights the importance of the University of Washington receiving adequate funding from the State of Washington. For years the State Legislature has been disinvesting in higher education.  In-state students pay a higher percentage of their tuition than the state. TripUmbach published a report that was the result of an investigation on the merits of funding the University. They found that for every dollar given to the University it brings $22.56 to the Washington economy. This proves that the future of Washington state depends on the strength of higher education; divestment in higher education is divestment in the people of Washington state. The Legislative Agenda reprioritized the order in which topics were discussed in the Legislative Agenda.

During the 09-10 school year Madeleine McKenna and Eric Shellan created the Student Transportation Task Force, one of the ongoing student interest task forces. The Task Force was charged to work with the Universities Transportation Services to find a solution to the problem of unsustainable UPASS funding. The King County Metro System was in great debt and the cost to the University of the UPASS was greater than the funds they were taking in. The Task Force and UW Transportation created three options of how to proceed with the UPASS fee; a.) Don’t do anything and let the UPASS keep rising b.) Have a $75 per quarter mandatory  fee for all students c.) Have a $25 mandatory (fee) and students can continue to choose to purchase the UPASS for (price). UW Transportation and the student governments pursued option b subsequently.
